⒈What conditions must not be set for public recruitment of personnel by public institutions?
Public institutions must set job conditions scientifically and rationally for open recruitment of personnel, and must not set discriminatory conditions and restrictive conditions unrelated to the needs of the job.
Public institutions openly recruit professional and technical personnel, managers and work technicians, and these measures shall apply. This method does not apply to the recruitment of personnel from public institutions managed according to the Civil Servant Law.
According to the implementation measures, new personnel hired by public institutions should be openly recruited from the public. Exceptions are made for personnel placed under national policy, appointed by superiors in accordance with personnel management authority, and classified positions.
Open recruitment is conducted in accordance with the following procedures: formulating an open recruitment plan, publishing recruitment information, reviewing qualifications, examinations, inspections and physical examinations, publicity and filing, and handling employment procedures.
Public institution recruiters should publish recruitment announcements to the public. Recruitment announcements shall be published on the relevant websites of the compre hensive personnel management departments of public institutions at the same level, and at the same time on the websites of competent departments and public institutions. The recruitment announcement shall state the following contents: information about the recruiting unit; recruitment positions and number of people; application qualifications; registration methods, recruitment methods, time arrangements, examinations, inspections and physical examinations and other relevant requirements or information; consultation and supervision telephone numbers and other information that need to be explained information.
According to regulations, the recruitment announcement will be published no less than 7 working days. Long-term recruitment announcements can be issued to recruit high-level, high-skilled and urgently needed professionals. The long-term recruitment announcements should clearly indicate the validity period.
The implementation measures are clear. Recruitment units must set job conditions scientifically and rationally, and shall not set discriminatory conditions or restrictive conditions unrelated to job needs. Professional conditions for recruitment positions should be set according to work needs. The professional names refer to the catalog of disciplines and majors published by the Ministry of Education and the Ministry of Human Resources and Social Security, and are accurately and standardizedly expre ssed.
